What are By-Laws?
'By-Laws' or ‘undang-undang kecil' in Bahasa Malaysia are laws subsidiary to main laws. They are formulated by Local Authorities. These subsidiary laws are also known as Rules, Regulations and others.  


The amendments to by-laws can be made from time to time according to the needs and following the same formulation procedure.   

Compound Fine
According to By-Laws Compound Errors MPKB (Transfer) 2002, the breaking of any by-laws can be compounded and compoundable fines are offered up to a maximum of RM 500.00. Whereas a compound fine due to a wrongdoing based on the Local Government Act 1976 (Act 171) is RM 1,000.00.  

Penalty / Fine

If the compound fine is not settled, the breaking of any by-laws can be charged in court and if found guilty can be given a penalty/fine up to RM2,000.00 or a jail term of 1 year or both. For repeat offenders even after found guilty, the fine can be imposed maximum RM200.00 a day.
